If you cannot register your bank account

Make sure that your bank account can be registered with PayPal. Bank accounts that can be used with PayPal are Mizuho Bank, Sumitomo Mitsui Banking Corporation, Mitsubishi UFJ Bank, Japan Post Bank, and Resona Bank and Saitama Resona Bank.

If you register a bank account that is not listed above, you can use it to withdraw your PayPal balance, but you cannot use it to make payments or perform identity verification procedures.
If you are unable to set up an account transfer

The wrong account name (katakana), branch name, account type, or account number may have been entered. If you have entered the wrong information, please delete the bank account and then add it again. If you are using a Japan Post Bank account, be especially careful.

You may have registered your bank account with another PayPal account you have. Each bank account can only be registered to one PayPal account at a time.

Because you did not click the Back to PayPal button on the bank page, you may not have completed the process of setting up your direct deposit. Please set it up again.
If you cannot register your credit card You may not be able to register your card for the following reasons

If the card issuer experiences technical problems that prevent the transaction from being authorized.
